Toledo plans to issue stop-work order for mining operation on Angola
TOLEDO, Ohio (WTVG) - Ordinances before Toledo City Council regarding mining operations all failed in a vote on Tuesday, and now the city will issue a stop-work order for Rocky Ridge Development LLC.
Council members rejected proposals requesting a zoning change to General Industrial for three properties in Toledo, two on Angola Road and one on Byrne Road, on Tuesday.
The current zoning for these sites does not allow mining, despite the fact that the site at 4004 Angola Road is actively being mined on by Rocky Ridge Development. Leaders with the company previously told 13 Action News that they reported the issue to city leaders once they realized there was an issue.

Only two council members voted in favor of rezoning 4004 Angola Road to General Industrial, Councilman John Hobbs, and Councilwoman Vanice Williams.
The votes to rezone 3920 Angola Road and 0 S. Byrne Road were unanimous. Council members did not want to rezone these properties, which Rocky Ridge leaders hoped to use to expand their operation.
Now the city plans to issue a stop-work order to stop operation at the Rocky Ridge mining operation located at 4004 Angola Road, which is in violation of the zoning code.
“Every business in Toledo is entitled to the same consideration and process when working in good faith to comply with city regulations,” a statement from a city spokesperson read. “Rocky Ridge was given the opportunity to develop a corrective plan with city staff, the public had the chance to weigh in, and the proposals followed the City’s standard review process.”
Residents in the area have brought up concerns about dust, traffic and environmental concerns.
A spokesperson for Rocky Ridge has argued that the drinking water treatment material that is disposed of there is safe.
“We are tremendously disappointed by the result of today’s City Council vote. For those that were able to see through to the facts, we are thankful,” a spokesperson providing a comment on behalf of the company said in a statement to 13 Action News. “We are additionally disappointed by the atmosphere surrounding this vote that was filled with misinformation about the project and its owners, including the creation of a false FBI investigation. We continue to have a contract with the City, as well as obligations to the State of Ohio, and intend to fulfill the requirements as spelled out.”
